LUTON registered their first victory in six games against an Aston Villa side that has not won in the league since early October.
A dull game came to life in the closing minutes of the first half when Northern Ireland international Kingsley Black began to test Nigel Spunk with a series of shots.
He received his reward when he cracked his fourth goal of the season after Steve Williams chipped a clever free kick into the goalmouth.
Elstrup made the three points safe for Luton in the 84th minute when David Preece dribbled his way into the area and made a short cross for Elstrup to squeeze the ball between Spink and the near post.
Villa tried to inject some threat when they brought on Paul Birch for Mark Blake. But it was Luton who stepped up a gear and at times produced some swift attacks.
